Quoi d'étonnant si la presse comme caisse de résonance aux instances décisionnaires, s'empêtre dans des situations de flottement et d'incertitude, avec des dépassements périodiques qui traversent dangereusement le champ des médias! En l'absence d'une stratégie de rupture qui affranchit le média économique et lui rend ses marges confortables de l'application des lois de l'économie moderne; compétitivité et concurrence loyale. Et, sans l'ajustement en profondeur du média politique, il n'est pas sûr d'entrevoir de sitôt une réforme cohérente de la communication publique, encore moins l'occurrence d'un Etat moderne.
